The Flemish Administrative Centre next to the Sint-Pieters Station in Ghent consists of 38,000 m² of office space, accommodating 1,300 civil servants. The Virginie Loveling building consists of a low L-shaped building and an office tower. The low building has a public function, and can serve for example as an exhibition space or for organizing small events/meetings. The low building is 17.5 m long and has three floors (total height: 23 m).
The tower houses the offices of 29 Flemish Government departments. The tower has 22 storeys (excl. ground floor) and a total height of 90 metres. This makes it the third highest building in the city of Ghent (after the Artevelde Tower (118.5 metres) and the Belfry (95 metre).
The Virginie Loveling building is the last and the largest of the five provincial centralized VACs (Flemish Administration Centres).

Major attention was paid to the access to the buildings.
The entrance to the new office building is on level +1. For this a floating forecourt was created between the two buildings, overlooking the Maria Hendrika Square, the station and the new bus terminal. This addition gives the office a safe entrance and a 'stage' that can serve for other (cultural) activities.

The integration of public transport was another absolute must, with buses and trams stops bringing commuters to underneath or alongside the building.

Under the building is a three-storey garage with 2,800 parking spaces. With a K value of 18 and an E-level of 50, the project received 4 sustainability stars from the Flemish government. The VAC marked the start of a major renovation project in the area around Sint-Pieters Station.
